It is the only game that can get away with a tonne of DLC because new races aren't a matter of copy and paste, they need new skeletons, new animations, ect. Its faction variety is unmatched, its setting is well executed, even if all of the dev teams ideas aren't great its push for new ideas is appreciated such as the Vortex campaign. Warhammer is the most played Total War right now, occassionally Rome 2 overtakes it but Warhammer has secured its dominance over the rest of the franchise and it is so good it has actually caused a split between the virgin fantasy and historical fans and the chad fans of both 😎. 3) Warhammer The top 3 are all joint best because I think it is unfair to say one is better than the other. Because of these issues, the game lacks the replay value of Warhammer and Rome 2 which is sad because these are my only criticisms of the game. The fact that the Portguese are not playable is a crime against humanity. The game is held back by its setting, a lot of clans are a copy and paste of one another and this is down to the setting. It has excellent battles, the most fleshed out multiplayer battles (Avatar mode) and fun historical battles. From its launch, its polish and optimisation have been qualities to commend but it doesn't stop there, it has some decent DLC and I'll always treat Fall of the Samurai as a part of Shogun 2 (not Saga). 4) Shogun 2 - this game is the best looking game in my opinion and it actually performs the best too. The most fun faction to play in that game is non-playable. The ai is atrocious, very hard battle difficulty is too unbalanced (Old Guard losing to Militia) and Darthmod's unit selections and playable factions really put the vanilla to shame. England and France being 1 settlement each is an absolute joke. Oh and this game introduced multiplayer campaign and it performs better than Rome 2's! The game is held back mainly by a few things, its lack of scope for the campaign map. Very little dlc, its Peninsula campaign is pretty good for its price and the rest is just cheap unit packs which you can ignore. No god mode Huns from Attila, but France doesn't just roll over and die either. The setting is one of my favourites, it has some fantastic hidden mechanics such as revolutions, releaseable nations and it has a good level of challenge too. 5) Napoleon Total War - hands down the best soundtrack, historical battles and naval battles of any Total War game before or since.
